New Kampala Metropolitan Police Commander Assumes Office

Assistant Commissioner of Police (ACP) Ezekiel Emitu Ebapu has officially taken over as the new Commander of the Kampala Metropolitan Police (KMP), succeeding Commissioner of Police (CP) Richard Ecega.
The handover ceremony was held on Tuesday at the Central Police Station in Kampala.
The event was presided over by the Director of Operations of the Uganda Police Force, Assistant Inspector General of Police (AIGP) Frank Mwesigwa, who praised the outgoing commander for what he described as dedicated and exemplary service during his tenure.
Mwesigwa underscored the complexity of policing within the Kampala metropolitan area, noting that it remains one of the most sensitive and demanding operational environments in the country.
He commended CP Ecega for discharging his duties with professionalism and commitment, and urged him to apply the experience gained in his subsequent assignments.
“Command is not merely a change of office; it is a transition of responsibility, authority, and accountability,” Mwesigwa said, emphasising the weight that comes with leadership within the force.
Turning to the incoming commander, Mwesigwa outlined key priorities for ACP Emitu, including strengthening crime prevention strategies through closer inter-agency coordination, enforcing discipline within the ranks, and ensuring operational accountability.
He called on the new KMP boss to exercise firmness and restraint in executing police duties, while upholding professionalism at all times.
The Director of Operations also highlighted the importance of community engagement, describing public trust as a strategic asset in effective policing.
He urged ACP Emitu to build and sustain strong partnerships with residents and stakeholders across the metropolitan area.
ACP Emitu assumes leadership of the Kampala Metropolitan Police at a time when urban security dynamics continue to evolve, bringing with them complex challenges ranging from organised crime to public order management.
His mandate will include enhancing safety, enforcing the law, and strengthening community confidence in policing services across Kampala and the surrounding metropolitan districts.
